Tom Wynne, Deputy Commissioner for Infrastructure, Named Municipal Engineer of the Year

(Long Island City, NY – November 28, 2023) Commissioner Thomas Foley of the NYC Department of Design and Construction (DDC) announced today that Tom Wynne, DDC’s Deputy Commissioner for Infrastructure, has been named 2023 Municipal Engineer of the Year by the Municipal Engineers of the City of New York (MENY). Deputy Commissioner Wynne received his award at the group’s annual dinner dance at Terrace On The Park restaurant in Queens.

“From coastal resiliency projects such as East Side Coastal Resiliency to massive programs like the $2.5 billion Southeast Queens Initiative, Tom Wynne is at the forefront of tackling the City’s most important emerging environmental issues as we manage for climate change and the effects of intense local storms,” said NYC Department of Design and Construction (DDC) Commissioner Thomas Foley. “Deputy Commissioner Wynne is a professional engineer who works every day behind the scenes to make sure the City’s water and sewer systems and public spaces function properly. I’m very happy to see him get the recognition he deserves.”

Thomas Wynne, PE, leads a hardworking team of 400 DDC professionals in his role overseeing the entire DDC Infrastructure portfolio, including street reconstruction, water and sewer construction, coastal resiliency projects, green infrastructure installation, plazas and a host of other public-facing projects. Previously he was the Executive Director of the Bureau of Water and Sewer Operations Engineering and Planning at the NYC Department of Environmental Protection (DEP), and prior to that he was Assistant Commissioner in Infrastructure at the DDC.

An active member of the American Society of Civil Engineers, Deputy Commissioner Wynne has served as a municipal engineer for over 35 years working in a variety of roles including Construction, Capital Planning, Operations, Plan Review and Policy Analysis and is the New York City representative to the Trenchless Technology Center Industry Advisory Board at Louisiana Tech University. He holds a B.S. in Civil Engineering from Columbia University.
