Tampa is investing nearly $3 billion in the Progressive Infrastructure Plan to Ensure Sustainability (PIPES), which includes repairing and replacing aging pipes, mitigating flooding, and repaving roads. Balancing Growth with Affordability
One of the key challenges Tampa faces is balancing growth with affordability. In an unprecedented move, the city has approved $50 million from its general fund for housing initiatives. This funding aims to provide affordable housing options for residents, ensuring that the benefits of economic growth are accessible to all.
New Wastewater System Completion
In a significant development, Tampa recently announced the completion of construction for its new wastewater system. This state-of-the-art facility is expected to save the city $500,000 annually in operational costs while improving efficiency. The three-story building features advanced technology for the final treatment of biosolids, commonly known as sludge. By removing more water from the sludge, the new system reduces its weight, thereby lowering transportation costs.
Mayor Castor explained that treated biosolids are repurposed for highly regulated agricultural use instead of being disposed of in landfills. This environmentally friendly approach is a key component of Tampa’s $2.9 billion PIPES program, which follows a planned schedule of gradual rate increases for water and wastewater services over a 20-year period.

“PIPES is a once-in-a-generation program that will transform our 100-year-old water and wastewater infrastructure so it can continue to service more than 700,000 people, and counting,” said Mayor Jane Castor. “Since 2019 we have made great progress, but the journey is just beginning. These infrastructure investments are critical for the health of our communities and environment.”
